Washington, D.C. 20240 Dear Director Ashe: As a supporter of our nation’s wildlife and crucial animal habitat, I am writing to request that the U.S. Fish and Wildlife Service develop a national habitat protection plan. As wildlife see no regional, state or federal boundaries, a landscape-scale approach is most appropriate to ensure the protection of hundreds of diverse species of plants and animals. The National Wildlife Refuge System, which sets aside public lands and waters to conserve fish, wildlife and plants, is vital to ecosystem protection. These areas maintain the biological integrity, diversity and environmental health of our natural resources and support the continued survival of sensitive species. Wildlife refuges are home to more than 700 species of birds, 220 species of mammals, 250 reptile and amphibian species and more than 200 species of fish; 280 of the 1,200-plus federally listed threatened and endangered species call these areas home. The refuge system not only provides safe havens for these charismatic species, but also supports local economies, provides recreational and educational opportunities and serves as a resource for essential research. To properly “manage and sustain America’s lands, water and wildlife,” the FWS must develop a comprehensive, landscape-level, national habitat protection plan. This plan must emphasize habitat connectivity, reduce stressors and engage the public. The FWS needs to identify land and water parcels strategically located to connect and buffer habitats. These sanctuaries cannot remain fragmented. The acquisition and restoration of these parcels will generate ecological benefits by eliminating dispersal barriers for plants and animals, which will improve both ecosystem function and resilience. The FWS also needs to reduce the threats impacting the natural resources and wildlife in these areas. Since non-native invasive species are the single greatest threat on refuges, a comprehensive invasive species initiative should be incorporated in the national plan to address this problem head on. In addition, in the restoration of these areas, the FWS should employ adaptive management principles. Lastly, people all across American should recognize and appreciate the unparalleled value that national wildlife refuges have for plants and animals. The national plan should include elements to increase community involvement and educational opportunities to cultivate public support for wildlife and land conservation. National wildlife refuges are special places within America’s landscape mosaic. A comprehensive, landscape-level approach is needed to conserve and restore these areas. As keepers our nation’s legacy, the FWS must manage its precious resources to benefit Americans now and in the future. I look forward to your response. Sincerely,
